RFP for Weatherization QCI Provider (CLOSED)

The Arkansas Energy Office (AEO), part of the Arkansas Department of Environmental Quality, is a state government agency charged with the administration of the Weatherization Assistance Program (WAP).  AEO is a Grantee receiving funds from the U.S. Department of Energy (DOE) and the Arkansas Low-Income Home Energy Assistance Program (LIHEAP) to weatherize homes for income-eligible homeowners and renters. The mission of WAP is to reduce energy costs for low-income families, particularly for elderly, persons with disabilities, households with children, high energy users, and households with a high energy burden.  WAP installs cost-effective energy conservation measures (ECM) and improves related health and safety features of the home.  WAP uses advanced testing protocols and technologies as required by DOE.  In addition to increased comfort, health benefits, and energy savings for households, the energy conservation resulting from weatherization helps our communities, state, and nation reduce dependence on foreign oil and carbon emissions.

The purpose of this Request for Proposals (RFP) is to solicit Propals from Offerors capable of providing Certified Quality Control Inspections (QCI) for WAP. The Arkansas Energy Office (AEO) has a network of eight (8) private, non-profit agencies located throughout Arkansas to weatherize eligible housing.  Each agency has staff who perform energy audits for each dwelling unit to be weatherized, enter audit information in DOE-approved software, Energy Conservation Online System (ECOS), and supervise crew or procure contractors to perform approved energy conservation measures (ECM).  Each agency has one (1) certified Quality Control Inspector, at a minimum, who inspects 100% of the units before reporting them as complete to AEO.

AEO is required to inspect 5% to 10% of weatherized houses reported as complete.  The QCI will complete inspections on behalf of AEO/WAP and work under the direction of AEO staff.  Inspection includes review of energy audit for completeness; review of work orders for allowability under DOE and LIHEAP guidelines; inspection of completed work for adherence to DOE Standard Work Specifications (https://sws.nrel.gov/spec/1); written report on findings at each unit inspected; and review and approval of any corrective action required based on photo documentation.
