RFQ for Weatherization Service Providers in Three Service Areas

The Arkansas Energy Office (AEO), part of the Arkansas Department of Environmental Quality, is a state government agency charged with the administration of the Weatherization Assistance Program (WAP).  AEO is a Grantee receiving funds from the U.S. Department of Energy (DOE) and the Arkansas Low-Income Home Energy Assistance Program (LIHEAP) to weatherize homes for income-eligible homeowners and renters. The mission of WAP is to reduce energy costs for low-income families, particularly for elderly, persons with disabilities, households with children, high energy users, and households with a high energy burden.  WAP installs cost-effective energy conservation measures (ECM) and improves related health and safety features of the home.  WAP uses advanced testing protocols and technologies as required by DOE.  In addition to increased comfort, health benefits, and energy savings for households, the energy conservation resulting from weatherization helps our communities, state, and nation reduce dependence on foreign oil and carbon emissions.

QUESTIONS & ANSWERS FROM 9/8/17 & 9/11/17

The purpose of this Request for Qualifications (RFQ) is to solicit Qualifications from Offerors capable of providing Weatherization Services starting with the 2017- 2018 program year for the following areas:

  • AREA 1:  Conway, Perry, Pope and Yell counties; a minimum of nine (9) houses to be weatherized with DOE funds; additional houses to be weatherized with LIHEAP funds to be determined by November, 2017.
  • AREA 2:  Lonoke and Pulaski counties; a minimum of thirty-one (31) houses to be weatherized with DOE funds; additional houses to be weatherized with LIHEAP funds to be determined by November, 2017
  • AREA 3:  Lee, Monroe, Phillips and Prairie counties; a minimum of six (6) houses to be weatherized with DOE funds; additional houses to be weatherized with LIHEAP funds to be determined by November, 2017

The following is the anticipated schedule for the process leading to Offeror selection(s):

August 30, 2017                   RFQ posted.

September 8, 2017               RFQ conference for AEO staff to answer questions in person.

September 15, 2017             Last date to submit written questions.

September 20, 2017             Deadline for receipt of qualifications proposals.

September 20, 2017             Public opening of proposals received.

September 27, 2017             Notification to Offerors and public of selections of Weatherization providers in three (3) service Areas.
